The Five Flags Civic Center reported to the Dubuque City Council on Monday night they lost $1 million,162-thousand dollars in Fiscal Year 2024 after revenues dropped by more than half from the year before.

The Five Flags General Manager Aaron Rainey told the council spending trends and struggles with booking events were the primary reasons for the deficit.

Dubuque’s Leisure Services Department Director Marie Ware who oversees the city’s contract with ASM Global, which manages the day-to-day operations at the event center says the city expected Five Flags to run at a deficit, but it was more than the city budgeted for.
