Man Accused Of Hit And Run injuring Dubuque City Manager Pleads Not Guilty

DUBUQUE COURTHOUSE

The man accused of driving drunk when he hit Dubuque City Manager Mike Van Milligen with his vehicle has pleaded not guilty and a trial date has been set.

34-year old Christopher Higgins is charged with serious injury by vehicle, along with leaving the scene of an accident, OWI, and other traffic charges. Higgens is scheduled to go to a jury trial on August 19th

Police say Van Milligen, was getting out of his car on Main Street on March 27th when Higgins hit him with his vehicle. Higgins then drove away.

Van Milligen was taken to a hospital for a broken knee cap. Police say Higgins was seen swerving over the road before he hit Van Milligen. When police found Higgins, they said he was unconscious behind the wheel of his car.
