The timeline for construction on a railroad overpass on 14th street in Dubuque is being pushed back.
An environmental review is forcing the delay by a year or more for the project to build the overpass as well as other infrastructure improvements in the area of 16th Street out to Chaplain Schmitt Island.
Last year, Dubuque won a pair of federal grants for the project. Last night the Dubuque City Council voted unanimously to extend the planning portion of the federal RAISE grant from July 2025 to December 2028.
Construction start time for the project will now be in 2027 and 2028.
