A Dubuque couple has been charged with causing serious injury to their infant child by neglect.
Dubuque Police say 30-year old Scott Marcov and 28-year old Madelyn Marcov turned themselves in Tuesday on warrants charging both with neglect or abandonment of a dependent person, child endangerment with serious injury and child endangerment.
Dubuque police say the investigation started in October after being called to the couple’s home in the 39-hundred block of Central Avenue. Police say the infant had to be rushed to the hospital when the child went unconscious after falling into a bucket of bleach water. Authorities say the home was completely filthy with mice seen moving around and garbage all over the place.
