Police say earlier this month, they were contacted by Homeland Security about a package they intercepted headed to Dubuque from China.  Police say the package was addressed to a false name which was later identified as Dougherty. An officer posed as a delivery person and delivered the package which Dougherty accepted and was in possession of the devices when she was taken into custody.

Authorities say the package contained two machine gun conversion devices, which convert a semi-automatic firearm into a fully automatic weapon which is illegal.
